This article is a good illlustration of semantics.
The headline screams "Bush Says Osama, Saddam Will Be Captured"... but if you read the actual article, it says:
President Bush said Tuesday "it's just a matter of time" before terrorist leaders like Osama bin Laden and Saddam Hussein are captured. (emphasis mine)
Which is not at all saying they'll capture bin Laden or Hussein.
Interestingly, this quote was given while Pakistani president Musharaff was visiting Camp David. The article goes on to mention that Musharaff became leader through a coup, and that the US had not only lifted sanctions imposed against Pakistan due to its nuclear arms program (which it, alongside India, is still developing), but has also effectively given it $4 billion dollars in aid and debt relief. Not only that, but Pakistan is currently aiding terrorist groups (called "militant" groups in the article) in the disputed Kashmir region.
So I guess it's okay to help terrorists in the US, just so long as they're on our side...
