Foz sent me this tidbit:

Blockquote has an optional attribute: cite="url". Usage would look like this:

<blockquote cite="http://staticred.net/speakeasy">
Blockquote has an additional attribute: cite="url".
</blockquote>


Great thing to have, but it doesn't render in any of the current web browsers. foz does have a point, however, that it would be quite useful for word processors.

There are no specific rendering instructions in the Recommendation...

Since in most cases there would be no need to display the URI. It would be like using a quote form a book with a cite="in the main campus library/third floor/west wing/row 3/book 10/page 5" which would be correct but would be mentioned in the document like Tollien's Hobbit mentios ....
so no display is really needed, or should happen. though having that information in an easy to parsh format could be valuable. just think if all academic works in a field were like that. see who all references the same quotes and such.

The recommendation almost explicitly states its use is for URLs... head here for more details.
